Political oversight and accountability are central requirements of democratic governance. While interinstitutional efforts oversight tools and accountability mechanisms are important to guarantee checks and balances within a political system, opportunities for external, popular oversight are especially critical in ensuring democratic accountability. In the context of the European Union (EU) interinstitutional oversight tools have evolved steadily over time and are comparatively well developed, but the capacity for public oversight is more constrained. This panel examines some of the formal and informal structural obstacles to popular oversight of EU institutions and decision-making and the impact on the quality of democratic governance.
