EU Sanctions in the framework of the Common Foreign and Security Policy
The example of Ukraine

Join us for a fascinating presentation exploring how the European Union imposes sanctions (“restrictive measures”) on third countries, legal entities and individuals within the framework of the Common Foreign and Security Policy. The lecture traces the gradual expansion of these measures during the war in Ukraine, focusing on the EU’s efforts to strengthen their effectiveness in support of European strategic autonomy, security and values. It also highlights the rigorous judicial review exercised by the Court of Justice of the European Union, illustrated through selected case studies that reveal the challenges such measures present.

Guest speaker

ImageDespoina Anagnostopoulou is a Professor of European Union Law and Policies in the Department of International and European Studies at the University of Macedonia in Thessaloniki, Greece. She has been awarded a Jean Monnet Chair twice by the European Commission (2012 and 2025) and has coordinated both a Jean Monnet Centre of Excellence and a Jean Monnet Project. Since 2014, she has served as Director of the UNESCO Chair on Intercultural Policy for Active Citizenship and Solidarity. She has also been an elected member of the Council of the European Law Institute in Vienna since 2021. In addition, she has taught at the Open University of Cyprus since 2016 and at the Hellenic Open University since 2025.
