July 1 - December 31, 2024
On July 1, 2024, Hungary took over the Presidency of the Council of the European Union. It will do so for a six-month period, until December 31, 2024. It is the second time since being a member of the EU (2004). Its motto is "Make Europe Great again."
Hungary assumes the Presidency in the second half of 2024, from July 1 to December 31, in a period of great challenges for the Member States and the European Union as a whole.
Our continent is facing common challenges due to the war in our neighborhood, the EU lagging more and more behind its global competitors, a fragile security situation, illegal migration, the vulnerability of international supply chains, natural disasters, the effects of climate change, and the impact of demographic trends. Furthermore, as 2024 is a year of transition, the Hungarian Presidency will have to ensure the continuity of work in the Council, in cooperation with a newly established European Parliament and European Commission, and will have to start the implementation of the Strategic Agenda 2024–2029, setting out the long-term guidelines for the Union’s future work. The Hungarian Presidency and Europe must be prepared for the fact that wars, armed conflicts, humanitarian crises in the world, and their aftermath will continue to challenge the continent in the second half of 2024.
The seven priorities of the Hungarian Presidency
- New European Competitiveness Deal
- The Reinforcement of European Defense Policy
- A Consistent and Merit-Based Enlargement Policy
- Stemming Illegal Migration
- Shaping the Future of Cohesion Policy
- A Farmer-Centered EU Agricultural Policy
- Addressing Demographic Challenges
Program
The main lines of action during the six months of the Hungary Presidency are based on six priorities: re-industrializing the EU and guaranteeing its open strategic autonomy, advancing in the green transition, promoting greater social and economic justice, and strengthening European unity.
During its Presidency, Hungary will promote institutional deepening and improved decision-making processes, as well as the enlargement of the European Union.
- Support for Ukraine
- Human and solidarity-based migration management
- For a European Union that promotes health, culture and sport
- Food security

Trio Programm
In the second half of 2024, Hungary will hold the rotating presidency of the Council of the European Union. In the second half of 2023, Spain assumed this role, followed by Belgium in the first half of 2024. These three states together form a trio presidency, and have adopted a joint trio presidency programme.
The trio of Presidencies - Spain, Belgium and Hungary - will work together to find common solutions to the challenges and tasks ahead. The Russian war of aggression against Ukraine combined with increasing global uncertainty require the European Union to enhance its resilience and strategic autonomy.
The Hungarian presidency will be followed by the trio of Poland, Denmark and Cyprus, which will draw up a new joint trio programme for the period between 1 January 2025 and 31 June 2026.
